Human Resources Director
The Human Resources (HR) Director is responsible for providing strategic and operational leadership in all areas of human resources for Mifflin-Juniata Regional Services & Affiliates. This position works closely with the Executive Director and affiliate leadership to ensure compliance with all applicable employment laws, foster a positive workplace culture, and support the mission and values of the organization. The HR Director oversees all HR functions including recruitment and retention, employee relations, benefits administration, performance management, compliance, and policy development. This position also serves as a trusted advisor to the Executive Director on personnel matters and organizational strategy. 
Essential Skills
· A Bachelor Degree in Human Resources Management, Business Administration, Public Administration, or related field.
· A minimum of four years of progressive HR experience is preferred, preferably in a non-profit or public-sector environment.
· Strong knowledge of federal, state, and local employment laws and regulations.
· Excellent verbal and written communications skills.
· Excellent interpersonal, mediation, and conflict resolution skills.
· Excellent organizational skills and attention to detail.
· Excellent time management skills with a proven ability to meet deadlines.
· Strong analytical and problem-solving skills.
· Demonstrated ability to develop and implement HR policies and programs that align with organizational goals.
· Ability to prioritize tasks and to delegate them when appropriate.
· Ability to act with integrity, professionalism and confidentiality.
· Proficiency in using HR Management Software and other computer programs.
· PHR/SPHR or SHRM-CP/SCP certification preferred.
Essential Duties
Human Resources Leadership:
· Develops, implements, and administers HR policies and procedures consistent with organizational goals and legal requirements.
· Provides guidance and interpretation on HR policies, employment law, and personnel matters to the Executive Director and management staff.
· Ensures the agency maintains compliance with federal, state, and local employment regulations including EEOC, FMLA, ADA, and wage and hour laws.
· Leads the agency’s efforts in promoting equitable employment practices and inclusive workplace culture.
· Participates in strategic planning and organizational development discussions to align HR initiatives with agency objectives.
· Oversee the development, implementation, and annual review of the employee handbook and all HR-related policies and procedures.
Recruitment, Onboarding, and Retention:
· Manages the full cycle of recruitment for all exempt, non-exempt, and volunteer positions.
· Ensures fair, equitable, and transparent hiring practices in alignment with nonprofit and public-sector standards.
· Conducts new employee orientations and onboarding programs.
 Transportation Supervisor
The Transportation Supervisor works under the direction of the CARS Director and is responsible for providing direct supervision to the Transportation Administrators as well as driver trip management. The position requires a flexible schedule and may necessitate weekend or holiday hours, and may have after hours calls, to accommodate drivers. Essential duties include:
· Monitor the GPS tracking system of all CARS vehicles for safety and quality control.
· Monitor, maintain and manage driver schedules in accordance with all program, state and federal regulations and reroute driver trips when necessary.
· Respond to requests for assistance made by drivers while on the road.
· Review drivers’ daily pre-trip and end of day inspection check-sheets to ensure driver compliance and to look for safety or maintenance issues that need addressed.
· Account for collecting of fares and the handling of money from both the driver and the public, as well as the balancing of funds, as stated in the daily dispatch system.
· Learn the responsibilities of other program staff to assist when staff are out of the office.
· Assist in investigating client complaints as directed by the CARS Director.
· Assume duties of the Assistant Director when the Assistant Director is not available and when directed by the CARS Director.
· Responsible to prepare, monitor and track Mobile Data Terminals (tablets) for driver use.
· Coordinates transportation for center related or Area Agency on Aging funded activities. 
Care Manager
Care Management is provided to consumers who require community-based services to support their highest level of functioning while utilizing the most appropriate services. The Care Manager utilizes appropriate case work skills to assess the consumer’s needs, develop a person-centered plan of care, arranges for services, and provides ongoing monitoring and support. Additionally, Care Managers are required to perform protective service activities including conducting investigations and crisis intervention. Specific job responsibilities include, but are not limited to the following:
· Bachelor’s degree in Social Sciences, Human Development or related area of study with two years case management experience preferred. Associate Degree in Social Sciences, Human Development or related field with 4 years case management experience considered.
· Passion for working with senior citizens and their families.
· Attention to detail and excellent organization skills.
· Ability to work in a team as well as independently.
· Excellent verbal and written communication skills.
· Strong computer skills including word processing, spreadsheets, database management and the ability to learn program specific software.
· Must have a valid driver’s license.
· Child Abuse and PA Criminal Background clearances are required.
 Van Driver
The Van Driver works within the CARS program under the direction of the CARS Assistant Director. The Van Driver drives and is responsible for providing door to door service for consumers between their home and their requested destination. Drivers are responsible for assisting both ambulatory and non-ambulatory consumers. Essential skills include:
· Must have a valid driver’s license, clean driving record, and be able to obtain a Pennsylvania Criminal History Clearance, Pennsylvania Child Abuse Clearance, FBI Background check and any other necessary clearances that may be required.
· A background in transportation, logistics or customer service is preferred.
· Must have a general knowledge of Mifflin and Juniata County geography and be able to navigate around the two county area.
· Must have basic vehicle maintenance knowledge.
· Ability to use a tablet to receive dispatch instructions and daily schedule.
· Understand and follow strict confidentiality and ethical procedures.
· Must possess a friendly and positive demeanor.
